What Is Rising Star?
Rising Star provides qualified high school graduates with academic support services, career development and up to $5,500 for tuition at Dallas College if you have established financial need. The Foundation created the Rising Star Program because we believe everyone should have a chance to realize the American dream. We also believe that a college education through Dallas College is an excellent first step toward achieving that goal. Recognizing that some people truly lack the personal finances needed for college — even the
affordable rates offered by Dallas College — the Foundation established the Rising Star Scholars Program in 1999.
Who Is Eligible?
If you will graduate by June 2025 from a Dallas County public high school, have demonstrated financial need and meet certain academic requirements, you can be a Rising Star.

How Do I Apply?
You’ll need to complete an admission application, complete a Rising Star application and submit the Free Application for Federal Student Aid. Just
follow these steps to become a Rising Star.
